✈ Five Million Bosnian Marks for Bihać Airport

The Government of Federation of Bosnia and Herzegovina has passed a decision on the adoption of the program of spending part of the capital transfer "Capital transfers to the public companies of significant importance to Bosnia and Herzegovina - Improvement of air traffic in Federation of Bosnia and Herzegovina - Capital transfer for Public Enterprise Bihać Airport”.

Determined by the Federation of Bosnia and Herzegovina, funds will be drawn from the budget for current  year 2021, by the Federal Ministry of Transport and Communications in the amount of 5.000.000 Bosnian Marks or 2.556.500 Euros. These funds will be used to continue land expropriation for future airport complex.

The Federal Ministry of Transport and Communications is in charge of continuous supervision over the use of funds, and to sign a contract with P.E. Bihać Airport, which will regulate the manner of transfer of funds and reporting on the funds spending.

P.E. Bihać Airport is obligated to issue quarterly reports on the use of funds to the Ministry of Transport and Communications . After spending the funds, and no later than February 28, 2022. P.E. Bihać Airport is obligated to make a final report on funds spending and submit it to the Ministry, together with the decision of the Supervisory Board on its adoption. The Federal Ministry of Transport and Communications, the Federal Ministry of Finance and P.E. Bihać Airport are in charge of implementing this decision, each within its competence.

So far Bihać Airport has received 19,5 million Euros funds from Government of Federation of Bosnia and Herzegovina.

✈ 25 million Marks for the construction of Bihac Airport

 


Federation of Bosnia and Herzegovina House of Representatives adopted the Budget for the year 2021, within which 25 million Bosnian Marks (12,7 million Euros) is intended for JP Aerodrom Bihać (Public Enterprise  Bihac Airport) on behalf of capital transfers to public companies based on the improvement of air traffic in Bosnia and Herzegovina.

The mayor of Bihac, Šuhret Fazilić, emphasized how strategically important this project is:

"This kind of project will revive us,  because it is of great importance for our city and canton connectivity. Our county has largest number of people living abroad, who are using Zagreb Airport as alternative for travel. Also, the development of tourism largely depend on new airport, we could immediately redirect some flights that now come from Turkey to Sarajevo, and go by bus to Bihać. Una National Park, as a carrier of tourism for the Una-Sana County with new Bihac Airport airport would completely revive this area. I am glad that the Government of the Federation of Bosnia and Herzegovina has included Bihac Airport in  strategic projects and allocating funds for the construction of the airport”.

✈Aerodrom Bihac - Studija o procjeni utjecaja na okolinu

Studija o procjeni Utjecaja na okoliš radi se za projekat izgradnje aerodroma u Bihaću. Cilj projekta, izgradnje aerodroma, je uspostaviti zračni promet i povezati Grad Bihać i Unskosanski kanton sa ostalim gradovima u BiH (Sarajevo, Mostar, Tuzla) i drugim destinacijama izvan BiH-a, u cilju razvoja poslovanja, turizma, sporta i privatne avijacije i generirati privredni rast kroz izgradnju poslovnog - turističkog aerodroma u Bihaću na lokaciji gdje trenutno postoji mali sportski aerodrom. Značaj aerodroma se ogleda i u tome, što će Zapadno Evropsko turističko tržište postati važno odredište za turoperatore koji će uključivati charter prijevoz ove zračne luke u svojoj ponudi zbog raftinga, lova, ribolova i drugih turističkih I poslovnih aktivnosti i mogućnosti koje postoje u samoj regiji ali i susjednoj Hrvatskoj.



Ova turistička i poslovna tržišta predstavljaju vrlo dinamičnu ekonomsku kategoriju sa velikim mogućnostima u pogledu postojećih poslovnih veza sa firmama iz Bihaća i sportskoturističke aktivnosti koje se nude u regiji i šire.



Dakle, generalni ciljevi projekta su:

    • uspostavljanje regionalne rute sa: Sarajevom, Bečom, Minhenom, Skandinavskimzemljama, Katarom, Turskom, Dubajiem i sl.
    •  mogućnost organizovanja čarter letova (mogućnost organizovanja turističkih ruta)
    •  preseljenju i uspostavljanju novih industrijskih zona
    •   promociji i razvoj turizma
    •  poslovna povezanost grada sa zemljama u okruženju.

✈Bihac Airport applied for FBiH government funds

 


Public Enterprise  Bihac Airport has applied to the Federal Ministry of Transport and Communications for the funds to continue the construction of the test section of the runway by the end of the year. Funds from the Federal Government  are expected in the coming weeks. Also, by the end of the year, Bihac Airport expects the completion of the Aeronautical Study and the Revision of the Main Project.



Bihac Airport submitted the Request for the Urban Planning to the Federal Ministry of Planning and Construction. At the beginning of 2021 Bihac Airport is hoping to get all necessary water and waterways protection permits, and finally by the end of 2021 hoping  to take a historic step by applying for building permit.



In addition, the airport is  expecting that through the Law on Public-Private Partnership, it will be competitive with potential investors with whom they have already passed a certain number of steps, believing that Bihac Airport will achieve cooperation through the "build-operate-transfer" model.



The airport emphasizes that the funds for the previous activities were provided by the Federal Ministry of Transport and Communications, with promises that Bosnia and Herzegovina federal government will continue to finance the improvement and construction of the project, because the Airport in Bihac is the obligation of the Government of the Federation of Bosnia and Herzegovina.



So far, the expropriation of land for the needs of the construction of the airport has been carried out according to the agreement from March 19. 2019, in the total amount of 6,612,100 Bosnian Marks.

For the purchase of land with an area of ​​264,484 m2, 2,000,000 KM was paid on March 19. 2019, then 1,500,000 KM on July 29. 2019, and another 2,000,000 KM on November 7.2019. 

So far, the total amount paid for land expropriation amounts to 12.112.100 Bosnian Marks or 6.192.818 Euros.



The rest of the debt for land expropriation in the amounts of 1,112,100 KM should be paid by December 31, 2022 at the latest.

✈Government to allocate 5,8 Million Euros for airports

The Government of Federation of Bosnia and Herzegovina has approved transfer of funds from the 2017 budget, in the amount of 11,4 million Bosnian Marks (BAM) or 5,8 million Euros , for the improvement of air transport infrastructure in Federation of Bosnia and Herzegovina. Federal Ministry of Transport and Communications will oversee distribution of funds to the assigned projects at three Bosnian airports (Mostar, Tuzla and Bihac). At the beginning of the year government allocated 6 million Bosnian marks for the above-mentioned airports. At today’s session government has decided to increase funds for each airport, with new approved funds airports will get 11,4 million Bosnian Marks for the improvement of airports infrastructure and subventions of new air services. Funds are collected through departing passengers at Sarajevo Airport. Each departing passenger from Sarajevo Airport pays 20 BAM tax for aviation development in Bosnia and Herzegovina. In the past, these funds were used to finance BH Airlines. Since BH Airlines ceased operation the government is using collected funds for development of Tuzla, Mostar and Bihac airports. This year around 450.000 passengers departed Sarajevo Airport, contributing around 9 million Bosnian Marks to the air transport improvement fund.

Bihac Airport will receive 4.000.000 BAM. Additional resources are intended for the real estate expropriation - the expansion of the land for the airport to extend the runway.

Tuzla Airport will receive 3.570.000 BAM. Additional funds will be used for capital investments for the reconstruction and upgrading of the passenger terminal building - Phase2 - 1.154.580 BAM, for the construction of a customs warehouse for aviation fuel 269.000 BAM and for the purchase of the equipment (mower and snowmobile tractors in the amount of 576.420 BAM).

Mostar Airport will receive 3.570.000 BAM. Majority of funds 2.570.000 BAM will be used for airport upgrades while 1.000.000 BAM will be used to subsidize the launch of Croatia Airlines flights from Mostar to Zagreb.

✈Tender for Bihac Airport design


Public Enterprise Bihac Airport has announced a competition for the design of the "Bihac Airport" at the location of Bihac-Golubici. The complex of airport buildings will consist of: control tower, terminal, fire department, maintenance service, petrol station, garage, hangars and workshops.
The terminal building will consist of: basement, ground floor and first floor, departure area with one check in counter to accommodate 120 people. Commercial area of the airport will include a cafeteria with a kitchen, a cafe bar and the restrooms. On the first floor, there will be airport management offices, VIP lounge, crew room and another cafe bar.
 The airport will have a runway of 2.200 meters long, 45 meters wide with ICAO standard CAT II landing system and a minimum of 1.000-meter-long parallel taxiway. Bihac Airport will be built on an area of ​​200.000 square meters.

Tender is open to ordinary citizens and companies who have education in the field of architecture, urban development and fine arts. The deadline for the application is until November 30 at 2 pm, and the public opening of the envelopes will take place on December 18th.

The decision of the commission will be awarded the prizes: for the first place 3.000 BAM, for the second place 2.000 BAM and for the third place 1.000 BAM.
According to earlier studies, the construction of the airport will cost about 26 million BAM. The airport should meet the needs of establishing charter tourist flights and commercial low-cost airline flights.
