✈ BHANSA - new generation of 53 air traffic controllers

The largest project of training of air traffic controllers in the history of Europe, conducted in six countries (Czech Republic, Croatia, Finland, Serbia, Slovenia and Bosnia and Herzegovina), has been successfully completed and as a result, today BHANSA has a complete generation of 53 new air traffic controllers, and thus improved efficiency and flow of air traffic in Bosnia and Herzegovina. 

In 2014, BHANSA announced a public tender for scholarships and professional training for air traffic controllers. This announcement generated tremendous public interest and total number of 2,215 candidates applied. After completion of selection and public procurement in 2017, BHANSA and ANS of Czech Republic, i.e. their training center CANI (Czech Air Navigation Institute), signed Contract for training services for a new generation of 69 air traffic controllers.

Considering that the realization of this project was one of the main requirements for takeover of responsibility in the entire Bosnia and Herzegovina airspace, by signing this Agreement we were one step closer to the above-mentioned goal. We are especially proud of becoming the youngest air navigation service provider in Europe as we fulfilled our goal on the night of 4/5 December 2019.

Training of an air traffic controller, excluding the selection process, lasts for about two years and it is conducted according to the rigorous international standards and regulations.

"Many thanks to ANS CR and CANI, because without their long-lasting training experience and professional approach it would be impossible to realize this project. Easy communication, synergy and good organization of ANSPs and regulators in six European countries, resulted in the accomplished success. We hope better times are ahead of us, given the fact that the air traffic industry is going through the worst crisis since its inception, we also hope we will emerge from all this even stronger, and enjoy the success of joint projects in the future", emphasized CEO of the BHANSA Mr. Primorac.

CEO of ANS CR, Mr. Jan Klas also notes that this is an extraordinary international success.

"We consider this exceptional commercial contract to be a very prestigious achievement of CANI because, in its scope, it was the biggest commercial contract in the history of our company and one of the biggest contracts of this kind in Europe over the last ten years. Of course, it is the most important event for Bosnia and Herzegovina, namely in terms of successful taking over of its own airspace", Mr. Klas, CEO of ANS CR pointed out.

✈Tuzla Airport - control tower reconstruction

In the Approach and Airport Flight Control Unit Tuzla (JPAKL Tuzla), the complete reconstruction of the control tower dome was successfully carried out, which significantly improved the working conditions for the air traffic controllers of this unit. Prior to the start of works, a safety assessment was conducted, which was accepted by the Bosnia and Herzegovina Civil Aviation Directorate.

The works on the rehabilitation of the dome of the control tower in Tuzla were carried out in the period from August to November 2020. Control tower reconstruction itself has been prepared for a long time, given that during its implementation it was necessary to ensure the smooth tower operations and operations of aircraft at Tuzla International Airport. For this purpose, during the reconstruction, excellent cooperation was achieved with Tuzla International Airport, the contractor company "Kebex" Ltd. Doboj South and the supervisory body "Modus-ing" Ltd. Tuzla.

Reconstruction work was carried out during the opening hours of the airport, in the presence of representatives of the Department of Aviation and Technology of Tuzla Airport.

✈BHANSA and Mostar University partnership

The University of Mostar and the Bosnia and Herzegovina Air Navigation Service Agency (BHANSA) signed the Agreement on Cooperation to achieve cooperation and common interests in scientific research, knowledge, and technology transfer to jointly create a society of knowledge .

The contracting parties have defined the principles of long-term cooperation on research, development, and education projects in the field of activities of the University, which can significantly contribute to the success of the realization of BHANSA's development plans.

"The University of Mostar is continuously working to connect with organizations and institutions whose work and activities help the development of the University, either as a teaching base or in scientific research projects. BHANSA, as an Air Navigation Services Agency, has opened new opportunities in air traffic control research as a complex technological process which is a major challenge for the University and study programs. We are glad that with our partner we are opening new opportunities for our students, teachers, but also BHANSA employees for cooperation with the University " , said prof. dr. Zoran Tomić, Rector of the University of Mostar

Cooperation will take place in all areas of common interest, with emphasis on research, project development, and expertise with the aim of improving technical and technological solutions in BHANSA from the scientific competencies of the University. The application and implementation of joint research and project development according to domestic and international funding sources. Education of BHANSA employees through specialist seminars, workshops, lectures, specialist postgraduate and doctoral studies, professional and practical training of students at the University of Mostar through student internships, workshops, professional lectures, and seminars.

"We are extremely honored and pleased that the step towards establishing cooperation between the Bosnia and Herzegovina Air Navigation Service Agency and scientific institutions is related to the University of Mostar. The agreement will open numerous opportunities for cooperation between our institutions, through the exchange of experiences and the implementation of joint projects. An important part for us is certainly to point out to the scientific community the control of flight as an extremely demanding technological process that offers numerous opportunities for innovation, but also scientific research and reviews. On the one hand, our goal is to enrich the teaching process at the University with new insights from practice, but also to apply proven scientific methods in the continuous training of our employees. There is, of course, the possibility of joint application to different projects, as well as the possibility of placing innovations in foreign markets”, said Davorin Primorac, director of BHANSA.

Cooperation encourages new forms of knowledge transfer, as well as further development of own capacities, using the best national scientific, innovative, and educational potentials.

✈ New VFR routes chart of Bosnia and Herzegovina



Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) is publishing an updated version of “VFR Chart with Recommended Routes of Bosnia and Herzegovina” with an effective date 27.02.2020. The new version of VFR chart replaces the existing one which has been in force since 30.07.2018. and and its content is fully compliant with current aeronautical publications.
VFR chart with recommended routes of Bosnia and Herzegovina is designed to serve as a basic flight ticket to fly the aircraft in accordance with Visual Flight Rules (VFR) and for pre-flight planning.
The chart in PDF format is available to all users of the airspace of Bosnia and Herzegovina at the following web address:
The using of aeronautical information from the  “VFR chart with recommended routes of Bosnia and Herzegovina” is the sole responsibility of the user. The users must always check the latest version of the applicable aeronautical information published through the elements of the Integrated Aeronautical Information Package (IAIP), consisting of:
-           Aeronautical Information Publication of Bosnia and Herzegovina (AIP); 
-           Amendment to the AIP (AIP AMDT);
-           Supplement to the AIP (AIP SUP);
-           NOTAM and Pre-flight Information Bulletins (PIB);

✈ Bosnia and Herzegovina takes full control of its airspace !



Bosnia and Herzegovina has taken  full control of its air space on Thursday December 5, 2019. for the first time ever after its 1990's war of independence led to a period of oversight by international peace forces. Control over its air space was maintained by NATO-led peace forces from 1995 until 2003 when it was transferred to neighboring Serbia and Croatia while Bosnia built up and modernized its own system.
“This is the first time ever that Bosnia and Herzegovina takes control of its air space and it is an enormous success, bearing in mind that (neighboring) Montenegro, a NATO member, does not control its own skies,” Davorin Primorac, head of Bosnia’s Air Navigation Services Agency (BHANSA), said on Wednesday.

Bosnia and Herzegovina  took control of air space below 10,000 meters (33,000 feet) in 2014 following a 10-year project to establish its own air navigation management system and after the training of some 400 staff. Serbia and Croatia retained control above 10,000 meters just as they were doing when all three countries were republics in the former Yugoslav federation.
Primorac said it had taken decades for Bosnia and Herzegovina to take over its air space because its 1992-95 war, had devastated majority of infrastructure and equipment and left it short of skilled workers.

It took considerable time to train flight controllers, rebuild infrastructure and obtain necessary equipment, including radar systems, he said, adding that BHANSA intended to further upgrade its capacities. Primorac said "Bosnian flight controllers will oversee up to 1.600 flights on a busy day, eight times more than previously.


After taking over its air control service from Croatia and Serbia, BHANSA’s budget would rise to 72.5 million Bosnian marks ($41 million) in 2020 from 60 million marks this year" he added.

✈Tonight BHANSA is taking over control of the entire airspace of Bosnia and Herzegovina!


Tonight at midnight, will open a new chapter in the history of the civil aviation of Bosnia and Herzegovina!

By taking control of air traffic in the entire airspace of Bosnia and Herzegovina that will happen tonight, after midnight, Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) will open a new chapter in the history of the civil aviation of Bosnia and Herzegovina.
This event will fully implemented Phase II of the Development Strategy of Air Traffic Management System of Bosnia and Herzegovina (BH ATM Strategy), which means that the entire sky of Bosnia and Herzegovina will no longer be controlled from its neighboring countries, but from Bosnia and Herzegovina itself.
On this occasion, the Director of BHANSA, Davorin Primorac, stated the following: “This is a great day for Bosnia and Herzegovina as a state. In a relatively short period of time, we, as the youngest European Agency for the provision of air navigation services, have created technical, personnel and all other preconditions for ourselves to fully control the air traffic over the territory of Bosnia and Herzegovina.“
Mr. Primorac stated that BHANSA currently provides services up to the flight level of 325 or 10,000 meters.
Mr. Primorac also said the following: “In that part of the airspace, 20 percent of the total air traffic is taking place, ie only 200 aircrafts are moving“, adding that as of tomorrow, Bosnia and Herzegovina will control up to 1,600 aircraft overflights, through the skies of Bosnia and Herzegovina.

Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) was established in 2009 by adopting the Law on the Air Navigation Services Agency of Bosnia and Herzegovina as a non-profit and financially independent institution with the status of legal entity.

On 01/01/2014 the staff transition process from the BHDCA and entity directorates was completed and BHANSA started operating airport access and air traffic control at the international airports of Sarajevo, Mostar, Banja Luka and Tuzla.

On the night of 12-13 November 2014, BHANSA started providing air navigation services in Bosnia and Herzegovina in the FIR Sarajevo airspace from 9500FT AMSL to FL 325, thus successfully implementing PHASE I of air navigation services up to FL 325 within the declared AoR. At the same time, the work of the Meteorological Service of Bosnia and Herzegovina (BH MET) and the Flight Information Service (FIS) began.
On 20/04/2017 BHANSA completed the certification process and received a certificate for the provision of air navigation services by the Directorate of Civil Aviation of Bosnia and Herzegovina.
BHANSA, new goal of providing air navigation services in the airspace area above 10,000 meters to FL 660, the entire airspace of Bosnia and Herzegovina, which is scheduled for December 05, 2019.

✈BHANSA is fully compliant with EU regulations in the field of air navigation


The inspection by the European Aviation Safety Agency (EASA) has shown that Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) is fully compliant and air navigation services are provided as required by Bosnia and Herzegovina  and European Union regulations in the field of air navigation.

On October 03. 2019, inspectors of the European Aviation Safety Agency (EASA) accompanied by inspectors of the Bosnia and Herzegovina Directorate of Civil Aviation carried out a comprehensive standardization inspection of the Bosnia and Herzegovina Air Navigation Services Agency in the field of air navigation.
Inspection was carried out in Banja Luka where Air Traffic Control Unit /Operational Unit II , Approach and Aerodrome Control Unit Banja Luka, Meteorological Watch Office, Flight Information Service – FIS and Rescue Coordination Centre – BHRCC are located.
The inspection has shown that BHANSA is fully compliant and air navigation services are provided as required by BH and EU regulations in the field of air navigation.
During the inspection, EASA inspectors visited the Ops room of Operational Unit II and Control Tower of Approach and Aerodrome Control Unit Banja Luka where they had the opportunity to familiarize themselves with the work of air traffic controllers and other professional aviation staff of BHANSA in providing air navigation services.

✈EUROCONTROL is satisfied with performance of Bosnia and Herzegovina


From January to April 2019 there were 101,868 flights in Bosnia and Herzegovina, an increase of 13.1% compared to the same period in2018, according to a letter that EUROCONTROL`s Director General Mr Eamon Brennan sent to the BHDCA`s Acting Director General Mr Željko Travar, in which he updated the news on the specific performance of Bosnia and Herzegovina in the European context for the first quarter of 2019.
Out of this number, the number of flights controlled by BHANSA was 11,344 ( 7,9% more than in the same period of 2018), the letter says.
During this period, Brennan said, there were no delays for BHANSA (compared to 32 minutes in the same period last year).
According to the latest EUROCONTROL`s forecast, air traffic growth in Bosnia and Herzegovina is 5,3% in 2019 and 4.6% in 2020.
“I would like to thank you and your staff for your continued support to our activities”, Mr Brennan said, emphasizing that Bosnia and Herzegovina was one of the first EUROCONTROLMember States to finalise its 2018 LSSIP reporting process.
“Congratulations on the Single Sky Award for the South East Common Sky lnitiative Free Route Airspace (SECSI FRA), which is an impressive project, really demonstrating how neighbours can work together to create cross-border free route airspace”, concluded Mr Brennan in a letter sent to Bosnia and Herzegovina Directorate for Civil Aviation.

✈BHANSA CEO Receives European Commission's Single European Sky award


Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) has won this year's European Commission's Single European Sky award in the Network Performance category at the world congress of air navigation service providers in Madrid (World ATM Congress) for SECSI FRA (The South East Common Sky Initiative Free Route Airspace), project realized with partner agencies from Croatia, Serbia, Slovenia and Austria.
The prestigious award of Single European Sky is given to BHANSA CEO Mr Davorin Primorac.

SECSI FRA project developed by merging the free routes airspaces of SEAFRA (Bosnia and Herzegovina, Croatia and Serbia) and SAXFRA (Austria and Slovenia), went operational on 01 February 2018.
SECSI FRA project offers the shortest route options from Central Europe to South Eastern Europe to airspace users.  Potential savings per day are up to 1.940 NM in flight distance, 285 minutes in flight time, a reduction in fuel consumption of 8,000 kg and a reduction in CO2 emissions of 25,500kg.
„This award is a major achievment for BHANSA, as the youngest service provider in Europe, which makes us proud because this shows that we’re on the right path. SECSI FRA is the next important step towards Free Route airspace across all of Europe. Step by Step, Single European Sky is becoming a reality, and Bosnia and Herzegovina is part of it, "said Mr Davorin Primorac.
EUROCONTROL has initiated the coordinated development and implementation of Free Route Space, in close cooperation with civil and military experts in airspace design, European countries, air navigation service providers, airspace users, flight planning organizations and other relevant international bodies.

✈EUROCONTROL congratulates the Directorate of Civil Aviation of Bosnia and Herzegovina on reaching its twentieth anniversary!

Banja Luka, Bosnia & Herzegovina – On 12 September Frank Brenner, Director General EUROCONTROL, joined distinguished guests from European ATM to celebrate 20 years of the Directorate of Civil Aviation of Bosnia and Herzegovina (BHDCA).
Mr. Brenner noted that in that time, Bosnia and Herzegovina had joined EUROCONTROL to become its 32nd member in 2004, playing a key role in European ATM within an Organisation that now counts on 41 Member States as well as two Comprehensive Agreement States in the shape of Israel and Morocco. 
Looking back on a highly successful partnership, Mr. Brenner congratulated BDHCA for its tireless work in developing a regulatory and safety framework, and for its achievement in creating FABCE, a functional airspace block aimed at jointly improving performance, which has seen the successful introduction of Free Route Airspace above flight level 310.
“There are over 300,000 flights a year in the skies of Bosnia and Herzegovina”, noted Mr. Brenner, “and that figure is set to increase to close to 400,000 over the next seven years.  The south-east axis is vitally important to the European network, and it is essential that each country provides the capacity required for the region as a whole. EUROCONTROL and Bosnia Herzegovina are partners in this with very real success. We at EUROCONTROL, are proud to have supported Bosnia & Herzegovina in implementing European Single Sky Regulations that separate oversight of the DGCA with operations in the newly founded BHANSA. The staff of EUROCONTROL Directorate Pan-European Single Sky and the Network Manager provide support on a wide range of areas, from training to detailed planning for the implementation of the new ATM arrangements for the country.  It’s an effective and productive partnership, as demonstrated by the fact that 48 airspace design improvement packages were implemented between 2009 and 2017.” 
Mr. Đorđe Ratkovica, BHDCA Director General, said: “BHDCA would not have been able to realise such a complex project, implemented in the whole territory of Bosnia and Herzegovina, without the enormous assistance we received from the international aviation institutions: ICAO, EUROCONTROL, CEATS Strategy Planning and Development Unit and their experts and also from the EU delegation to BiH and the EBRD Office in BiH. Therefore, our heartfelt thanks go to all of them as well as to each individual participant in the implementation of the BHATM project”.
The ceremony was opened by His Excellency Dr. Branko Dokić, special representative of Dr Mladen Ivanić, Member of the BH Presidency and former BH minister of communication and transport, with key speeches delivered by His Excellency Dr. Olumuyiwa Benard Aliu, President of the ICAO Council; Mr. Frank Brenner, Director General EUROCONTROL, Mr. Salvatore Sciacchitano, ECAC Executive Secretary; and Mr. Victor Aguado, former EUROCONTROL Director General.

✈ First European FRA concept implemented over the territories of four states


BHANSA (Bosnia-Herzegovina), CRO CONTROL (Croatia) and SMATSA (Serbia and Montenegro) – responsible for managing the airspace of four states –Bosnia-Herzegovina, Croatia, Serbia and Montenegro – are now offering airlines the chance to plan and execute free route flights around the clock.

The December 8 launch, which follows on from night-time free route operations since April 2015, will see operations free of fragmentation by state or airspace borders above FL325.

As such, ) is the first European FRA concept implemented over the territories of four states, two of which are members of the FAB CE (Croatia and Bosnia and Herzegovina) functional airspace block with Serbia and Montenegro which are not a part of any FAB initiative, proving that such cooperation is possible, and can be of benefit to all stakeholders.

The idea of such a large-scale FRA was initiated by ATM experts of the four providers who shared a common goal of improving safety and efficiency as well as environmental protection by reducing fuel, CO2 and fuel NOx emissions.

It is important to point out that the SEAFRA actions were taken five years prior to the date of January 1, 2022, deadline when unlimited free use of airspace over 9,000 m across Europe is planned.

This project is one of the key improvements within the EU initiative on establishing the Single European Sky, regardless of the state borders or even FAB borders, aiming to enhance safety and efficiency, and to increase capacity of air traffic in Europe.

✈ New record of FIR Sarajevo in the number of IFR operations

In the airspace of Bosnia and Herzegovina, FIR (Flight Information Region) Sarajevo, on Saturday, 13.08.2016. it has been recorded 1442 of IFR operations. This number represents an improvement of the record,  achieved on 01.08.2015. when 1411 of IFR operations were realized.
From April 2014. to the present day, after the opening of the upper airspace above Kosovo and in particular of 13.11.2014. when Bosnia and Herzegovina Air Navigation Services Agency (BHANSA) has taken complete control over Bosnia and Herzegovina airspace, up to 32 500 feet in height (10,000 meters), there has been recorded steady growth in air traffic. Thus, during 2016. it has been recorded an overall increase of operations by 2% compared to the previous year.  
The increase of traffic is expected to continue, which requires the reception and training of new air traffic controllers. BHANSA, with the new leadership headed by Mr. Davorin Primorac, conducts a tender for new area and approach air traffic controllers, that are necessary for the implementation of Phase 2, the beginning of providing services in the entire airspace of Bosnia and Herzegovina.
Given the fact that the demanding European market of air navigation services,  has the same rules for all, and that it is extremely important level of efficiency of service providers and their price competitiveness, these records are encouraging and stimulate further on better work of all employees in BHANSA.

Air Navigation charges for overflying Bosnia and Herzegovina are relatively low and the airlines are responding to increase use of country's air space. More, new air controllers are needed and BHANSA is in process of hiring a large number of air traffic controllers.
